The paper deals with the role of European Law on The European Space of Mobility based mainly on Soft Law rules to be taken into consideration and implemented/forwarded from Member States ( art. 4 (3) TEU). The EU choices appear to be based on ( i) the rules on Cohesion, (ii) on the “modal equilibrium” in order to achieve efficiency and environment protection and (iii) on the service od general economic interest doctrine. In order to adopt the necessary reforms and projects Italy it address the specific instruments from the NGEU Program and the related National Plan.
