Il ruolo dello Stato nel mercato energetico

Il mercato energetico è un mercato sui generis, in quanto è strettamente collegato alla politica industriale di uno Stato. Dalla sua stabilità dipendono molte realtà, tutte strettamente collegate fra loro. Infatti, una crisi energetica ha ripercussioni non solo sull’amministrazione di uno Stato e sui suoi rapporti con gli altri Stati, ma anche sulla sfera individuale di ogni cittadino appartenente a quel singolo Stato. Partendo da queste considerazioni, il contributo analizza l’evoluzione del ruolo dello Stato nel mercato energetico, prendendo in considerazione, da un lato, il problema dell’approvvigionamento energetico e i meccanismi di capacità e, dall’altro, i recenti avvenimenti storici (la guerra in Ucraina in Europa e l’emanazione del nuovo Inflation Reduction Act negli Stati Uniti), cercando di profilare la funzione di volta in volta assunta dallo Stato, nonché dall’Unione europea, in risposta ai fallimenti di mercato, tipici di questo settore.

The energy market is a sui generis market, as it is closely linked to a State’s industrial policy. Many realities, all closely linked, depend on its stability. In fact, an energy crisis has repercussions not only on the administration of a State and its relations with other States, but also on the individual sphere of each citizen belonging to that State. Starting from these considerations, the paper analyses the evolution of the role of the State in the energy market, taking into account, on the one hand, the problem of energy supply and capacity mechanisms and, on the other, recent historical events (the war in Ukraine in Europe and the enactment of the new Inflation Reduction Act in the United States), trying to profile the function of the State, as well as the function of the European Union, in response to market failures, typical of this sector.
