  • The ESM Pandemic Crisis Support Facility: Fallen into Oblivion?

    To counterbalance the economic and social effects of the Covid-19 pandemic crisis, the European Union has predisposed a far reaching plan for support and recovery. One of the distinguishing features of this plan is the Pandemic Crisis Support facility. Under this facility, the European Stability Mechanism is enabled to provide resources without macroeconomic conditionality in favour of direct and indirect healthcare, cure and preventionrelated to the COVID-19 crisis. This facility will be available until the end of 2022. So far, none of the Euro countries has resorted to it. On the one hand, the necessity to have recourse to this facility is superseded by the resources available under the National Recovery and Resilience Plans. On the other hand, the absence of macroeconomic conditionality questions the compatibility of the facility with the ESM and EU Treaties and threats its operation.
